The Staten Island Expressway (I-278), the West Shore Expressway (NY 440) and the Korean War Veterans Parkway carry the Verrazzano-Narrows to Goethals through-traffic load, including heavy interstate trucking, but they cannot be ranked alongside the streets above and we will not put a number on them.
Victory Boulevard, Richmond Avenue near the Staten Island Mall, Forest Avenue through Port Richmond and West Brighton, Amboy Road, Arthur Kill Road, Richmond Terrace along the North Shore industrial waterfront, and Father Capodanno Boulevard beside the beaches each generate their own patterns of pedestrian and turning-vehicle collisions.
